Projects assigned

Our constraint resolver has finally assigned the topics. Unfortunately, there was a strong bias towards a very small group of topics and, thus, we couldn't assign the favorite topic to quite a few teams. Some topics that no team wanted had to be assigned as well, I contacted those affected teams separately by email.
